Head of HSE

Job description

JOB PURPOSE

  • Support Company's Upstream Malaysia management through COO in developing, implementing, reviewing, and improving HSE management systems for UM operations, aligning with Group Sustainability policies and achieving sustainability/ESG strategies and objectives.
  • Monitor, track, and report Upstream Malaysia HSE performance for internal and external communications.
  • Assist COO in ensuring compliance with internal and external legal Governance, Risk & Compliance requirements within UM operations.

JOB CONTENT

  • Develop and approve UM HSE strategies, plans, resources, and budgets according to internal SOP.
  • Implement, review, and improve UM HSE Management systems and additional HSE improvement programs per international standards to mitigate HSE risks and foster a positive culture.
  • Plan, implement, monitor, report, and review HSE plans and KPIs for UM operations in line with Group strategies.
  • Maintain effective HSE data gathering and analytical systems for reporting, trend analysis, and continuous improvement.
  • Report UM HSE performance to internal (MOM, PLC, Board) and external stakeholders (Sustainability Reporting, SPOTT, etc.).
  • Develop and review HIRARC processes to ensure effective HSE risk mitigation.
  • Investigate incidents, accidents, complaints, or non-conformances as per SOP.
  • Coordinate HSE promotional activities, training, development programs, and competency programs required for operating units.
  • Ensure effective check & balance systems, including workplace inspections and HSE audits.
  • Engage Regional & OU management for performance reviews and improvements.
  • Implement programs to develop a positive and inclusive HSE culture.
  • Provide technical consultation to operating units and liaise with relevant authorities on HSE legal compliance.
  • Coordinate HSE policies, promotions, and programs for contractors and stakeholders.
  • Periodically inspect workplaces for potential hazards.
  • Guide the safety and health committee in organizing and implementing occupational safety and health programs, including OSH training.
  • Support HSE compliance with certification requirements (e.g., RSPO + SCCS, MSPO, HACCP).

IMPACT/ACCOUNTABILITY

  • Ensure the adequacy and effectiveness of the UM HSE Management Systems to comply with legal and other requirements.
  • Communicate HSE legal and other requirements affecting UM operations.
  • Ensure compliance with Group HSE requirements.
  • Develop, implement, track, and improve HSE performance targets.
  • Monitor regional HSE performance and address deviations from set targets.
  • Ensure all HSE incidents are reported, investigated, and shared as required.
  • Provide accurate and timely reporting of HSE performance to stakeholders.
  • Maintain effective audit and assurance systems to ensure HSE MS implementation integrity.

PROBLEM SOLVING/DECISION MAKING

  • Advise COO & UM Management on strategic HSE matters, including planning, financial, and manpower resources.
  • Advise on HSE policies and procedures.
  • Solve HSE operational issues, ensuring compliance with legal requirements and implementing corrective actions post-incident/audit.

INTERACTION

  • Interact with Group Management for Board reporting, Group Sustainability & HSE, Integrity, Governance & Assurance, Compliance, and Communication departments.
  • Engage with CEO, COO, UM Management, regional and OU management for HSE planning, resources, and performance review.
  • Communicate with external stakeholders, including local HSE regulators, professional bodies, and NGOs for compliance and community engagements.

KNOWLEDGE & SKILLS

  • Education/Professional Qualification:

    • Bachelor's degree (preferably Master's or PhD) in Science/Engineering/ESH/OSH/Sustainability.
    • Registered Safety and Health Officer (SHO) or other OSH competencies with DOSH is advantageous.
    • Relevant HSE local/international competencies are beneficial.
    • Knowledge of RSPO & MSPO, HSE Management Systems (ISO 14001 & ISO 45001), and Internal Auditing is an advantage.
  • Professional Experience:

    • Minimum 15 years of experience managing HSE portfolios in palm oil/ oil and gas industry operations.
    • Experience managing a team of HSE professionals in a large organization.
    • Extensive experience with Quality & HSE Management systems, especially in oil & gas.
    • Exposure to RSPO & MSPO, SCCS, HACCP, Lean Six Sigma.
  • Competencies:

    • Technical: International Labor Standards (ILO), ISO 14001 & 45001, national/state HSE laws, accident investigation, sustainability reporting, RSPO P&C, auditing, risk management, safety culture, process safety, climate change, and GHG.
    • Leadership: Sustainability-oriented, results-driven, continuous improvement, trust-building, customer-first mindset, talent valuing, empowered decision-making.
