A leading transportation service provider is looking for a dynamic Chief Technical Officer to lead the strategic development and delivery of major infrastructure and capital investment projects, ensure operational readiness for new assets, and strengthen technical excellence and stakeholder collaboration to support the organisation's long‑term growth.
Key Responsibilities:
- Provide executive leadership in the planning, execution, and delivery of major public transport infrastructure initiatives, ensuring projects progress smoothly from development through operational readiness.
- Strategize and oversee capital investment programs for rail systems, covering areas such as rolling stock, systems and power infrastructure, signaling and communications, depot equipment, and related facilities to ensure alignment with long‑term operational needs.
- Lead capital programs for bus operations, including fleet renewal, facility upgrades, depot enhancements, and the introduction of new mobility technologies, including electrification and supporting infrastructure.
- Develop comprehensive project budgets, taking into account regulatory requirements, industry standards, policies, and financial considerations, and translate these into robust cashflow projections for funding and approval purposes.
- Proactively identify and mitigate project and operational risks by maintaining strong collaboration with authorities, regulatory bodies, technical agencies, and other external stakeholders to ensure timely approvals and smooth project execution.
- Continuously monitor advancements in transport engineering and infrastructure technology, introducing innovative methods and best practices to enhance project management effectiveness and operational outcomes.
- Provide technical and project management support during urgent or high‑risk situations affecting transport operations, ensuring rapid and effective capital deployment when required.
- Assess and deliver operational requirements for both rail and bus services to ensure seamless integration of new assets into daily operations, including coordination of testing, readiness activities, and early-stage operational support.
- Facilitate a smooth transition from project completion to operational handover by coordinating regulatory compliance activities, supporting operational integration, and providing oversight throughout early operational phases.
Key Requirements:
- Tertiary qualification in Engineering or related field of study
- Minimum twenty years of experience in Public Transport Operations or Maintenance, Repair & Overhaul (MRO)
- Familiar with handling engineering transformation initiatives
- Experience handling CAPEX project for large public transportation operations would be highly advantageous
- Proven track record in providing strategic direction, planning, and establishing priorities that ensure an effective work structure which maximizes productivity and achieves goals
- Possess strong business acumen, influential, operations process driven and focused on driving operations excellence
- Ability to lead the process to establish all relevant statutory authority requirements and risk mitigation to ensure smooth local authority approvals
- Excellent interpersonal skills with the ability to communicate effectively with internal and external stakeholders
- Able to resolve conflicts, visionary and possess the foresight to plan ahead for the business
- Possess the ability to interact and build relationships with all personnel, including those from other departments while motivating and inspiring team members
- Passionate about bringing about a positive change to an organisation
