Job Description

Summary Drive service & project delivery of Policy & Charging Control Domain (Product Configurations, IT & Network integrations, Gateway, 5G etc) from Managed Services Provider and accountable as a platform owner to handle project and change request for System and related value chain. Ensure Managed Services partner perform production administration of procedures and safeguards of all Production systems. Eg. System level configuration, execute and ensure operation readiness for System related services & projects. Adhere to SOA governance, business and financial process through daily governance meeting.

Your Responsibilities:

  • Be the point of contact and as the subject matter expert (SME) on domain verticals of Policy & Charging Control Services and technical service design.
  • To plan, define and construct and implement change request processes for Policy & Charging Control Services. Ensures the efficiency and effectiveness of the change request processes within agreed timelines, scope and KPIs.
  • Work with business users, IT architects, project managers, internal stakeholders and vendors in requirements gathering, functional and technical design.
  • To define; and review change request status with vendors on a periodic basis; monitor and optimize change request delivery capability from vendor.
  • Perform feasibility studies for new business concepts on high-level design, ensuring end-to-end solution is robust, sustainable, cost-effective and aligned to Digi's technology roadmap.
  • Responsible and accountable as Technical Lead/SME to oversee end-to-end systems integration in the software development lifecycle stages (design, development, test, deployment). Expected to manage risks and impact, and provide key decisions for the project.
  • Establishes strategy for solution testing (Unit Test, SIT, UAT, and Performance Test). Review and endorse test cases. Facilitates the planning and actual testing process and methodologies (defects tracking, reporting and resolution) with business users and vendors. Ensures test conditions for new requirements are created, tested, and incorporated into regression testing plans.
  • Expected to fully understand and capture business projection volume, perform capacity sizing and monitoring with operations team to ensure sustainable platform for future growth. Where required, to drive infrastructure upgrade activities (dimensioning, installation, configuration, testing) of new hardware/software.
  • Take part in capacity forums and responsible to drive forecast and & capacity expansion to support future business.
  • Responsible for considering all resources required to deliver the service, and plans for short-, medium- and long-term business requirements
  • Monitor and control man effort spent for each change request in order to deliver optimum delivery based on business desired date.
  • To endorse and ensure change request adhere to change management flow prior to implementation.
  • Responsible to compile requests across functions and facilitate the key prioritization forum meetings - Architecture, Pre-prioritization and Prioritization
  • Communications - Structure update with clear objective and message clearly delivered to the audience.
  • To establish knowledge base, documentation of process and best practices, and conduct knowledge sharing session to build in house talents' competency
  • Ensure operations readiness for handover and support, plan and execute system deployment in accordance with project rollout strategy and change management process.
  • Provide support during system stability after initial deployment and subsequently follow up on defect and enhancement identified.

Your roles:

  • To lead, act and support Policy & Charging Control platform capacity planning & governance
  • To manage vendors to ensure on-time delivery of business demand within designed capacity and right functions
  • To take up lead SME role in BSS transformation Program

Your Merits:

  • It is important that you have at least a tertiary level qualification in Engineering, Technology , IT, Computer science or Management field or hold a professional qualification from a recognized body, though extensive relevant experience may be considered in place of this
  • You are someone with a broad technical mindset and has some understanding of business requirements and operating model
  • For this role it is important for you to constantly have a customer mindset i.e. able to think and react in ways that will be beneficial or cause least disruption to our customers
  • You must be able to make sure resources are always available within your team to react to any issue at hand, and you must have the foresight in anticipating this.
  • You will need to be someone who has solid experience in managing Policy & Charging Control System/Services
  • You have an appreciation for good service level and customer experience, whilst having the ability to anticipate and mitigate problems
  • You have the mindset to 'take the lead' and deliver on the mandate
  • More than 8 years working experience where at least 5 years working experience in demand management or similar roles
  • Experience of managing relationships with internal business customers
  • Proven leadership and management skills
  • Deep functional knowledge of the applications
  • Overall technical understanding of the applications
  • Excellent understanding for the business processes supported by the applications
  • Excellent interpersonal and leadership skill
  • Excellent written and verbal communication skills in English
